Ueno Seiyoken serves Japanese-style Western food such as hayashi rice and hamburg steak, and sits inside Ueno Park near the National Museum of Western Art. The menu also includes omurice, beef stew, pudding and strawberry cake, along with the hayashi rice that originated here. It is Japan's first Western-style restaurant and has a history of more than 150 years. The restaurant was full at 11:30 a.m., and a long line formed after 1:30 p.m.; its signature dishes come in small portions at higher prices.
