North Observation Deck, Tokyo Metropolitan Government Building No. 1

The Tokyo Metropolitan Government North Observatory is in Shinjuku, Tokyo. From the 45th floor, visitors look down over central Tokyo at no charge, and there is a souvenir shop and a cafe. An elevator on the first floor goes directly up to the 45th floor, and Mount Fuji is visible in good weather. Around sunset, the elevator queue can reach 40 minutes.
