Bepkuon Saigon is a Vietnamese restaurant near Ho Chi Minh’s Independence Palace and War Remnants Museum. It serves banh xeo with shrimp and pork, fried until crisp and wrapped in rice paper and vegetables, along with butter garlic shrimp and bun cha.
