Tempura Tohzan is a small tempura restaurant on the second floor of a building near Kyoto Shiyakusho-mae Station, across from the entrance of the Hilton hotel, reached by stairs or elevator. Its main course consists of five pieces of vegetable and fish tempura each, followed by three to four appetizers and ice cream after the meal. The space has only 8 to 10 counter seats, and the chef explains each dish before serving it. Ventilation is weak, so the interior is hot and stuffy.
