Marugame Seimen Kyoto Shiyakusho-mae

Marugame Seimen Kyoto Shiyakusho-mae is a self-service restaurant across from Kyoto City Hall that serves freshly made udon and tempura. Customers choose a type and size of udon, such as kitsune udon or kake udon, receive the noodles, and then add shrimp, squid, chicken tempura, and rice balls on the side. Green onions and tempura flakes are available at a self-service bar in the amount you want, and the udon noodles are pulled and boiled in the store. There is no English menu and instructions are mainly in Japanese, so ordering is difficult if you are not familiar with it.
