Ebisugawa Tsuruya

Ebisugawa Tsuruya is a soba restaurant between Kyoto City Hall and the Kamo River, behind Hotel Okura and the Ritz-Carlton. It serves sun soba and tempura, including sarashina soba, and cold soba can be paired with Japanese sake. The seating is about 15 seats total across a counter and tatami seats, and a line forms at lunch. Arriving late can mean the warm dishes and the 100-percent stone-milled soba are sold out.
