Panagsama Beach in Moalboal is a snorkeling beach where you can see schools of sardines and sea turtles. Reaching the coral drop-off is enough to see sardines and small groups of fish, and turtles are easy to find without a guide. Going in the morning means seeing more turtles, and snorkeling masks, life jackets, and fins can be rented in the small alley next to Chili Bar. It is not a sandy beach, and on weekends the crowds reduce visibility.
