Punghwang is a Vietnamese restaurant on the first floor of Le Meilleur in Gwanghwamun, between Santorini and a phone store, run by local cooks and staff. For the pho, you choose between Thai-style and Vietnamese-style noodles, and cilantro and bean sprouts come on the side to be added along with lemon and bird's eye chili. The portions of noodles and bean sprouts are generous, and pickled radish and pickled onion are served alongside. There is seating on the second floor, but the first floor is warm and the second floor's air conditioning is weak.
